Interview

Raphael Raetzo is Head of Regional Job Placement at the Office for Unemployment Insurance of the Canton of Bern.

How would you describe the role of Agentic AI in the Public Service?

Agentic AI is not just a better chatbot. It is a new kind of digital assistant that can take initiative, plan tasks, and coordinate several steps on its own. In the Public Service, this means it can support citizens more intelligently and relieve staff from repetitive work. Instead of only answering a question, it can help process an entire request.

Why is the public administration under such pressure right now?

The public sector is facing several challenges at the same time: many employees are retiring, there is a serious shortage of skilled workers, and citizens expect fast, simple, and always-available service. That combination puts a lot of strain on administrations. As a result, they need smarter solutions that really improve both efficiency and service quality.

Where does Agentic AI create the most value in public services?

It creates the most value in processes where citizens need quick, reliable answers, but the administration gains little from handling every request manually. A good example is the many standard questions that come in every day, such as how many job applications someone must submit per month. For citizens, this information is important and time-sensitive; for staff, it is often a repetitive time drain. In such cases, Agentic AI can answer questions, check documents for completeness, ask for missing information, and prepare a decision draft for human staff. That makes it especially useful wherever routine work can be automated without losing quality.

What are the main benefits for citizens and employees?

For employees, the biggest benefit is real relief from repetitive tasks. Instead of answering the same standard question for the tenth or twentieth time, they can focus on more complex cases where their expertise and advice is really needed. This can reduce the volume of calls and help prevent overload. For citizens, the advantages are accessibility and convenience: they can get help around the clock, without waiting in a queue or depending on office hours. Another important benefit is barrier reduction, especially through dialect recognition and multilingual support. People who are not fully confident in written administrative German, or who have visual impairments, can interact more naturally and easily with the system.

What are the main risks, and how should they be handled?

The biggest risks are blind trust in technology, loss of human contact in sensitive situations, and the danger that AI makes decisions without proper human oversight. In public administration, AI should never make sovereign decisions on its own. It must remain a transparent tool that supports people, while the final responsibility always stays with a human being.

Throughout your career, you have combined people leadership with a passion for innovation. What personal principle has guided you through all these changes?

Stay curious and never stop learning. Across banking, customer service and public administration, I’ve found that the best ideas come from listening, questioning assumptions and learning from others. I also believe in leading with empathy and accountability. My motto is, “A warm heart, a wise head, and working hands.” It reminds me to care about people, think clearly and turn ideas into action.

FAQ

What is Agentic AI in public service?

Agentic AI is more than a chatbot. It is a digital assistant that can take initiative, plan tasks, and coordinate multiple steps on its own. In public service, this means it can help citizens more intelligently and relieve staff from repetitive work by supporting entire request processes, not just answering individual questions.

Why is public administration under so much pressure right now?

Public administration is under pressure because several challenges are happening at once: many employees are retiring, skilled labor is scarce, and citizens expect fast, simple, always-available service. This combination puts a heavy strain on public institutions and increases the need for smarter, more efficient solutions.

Where does Agentic AI create the most value in public services?

Agentic AI creates the most value in routine processes where citizens need quick, reliable answers and staff spend too much time on repetitive tasks. For example, it can answer standard questions, check documents for completeness, request missing information, and prepare draft decisions for human employees. This makes it especially useful for automating everyday administrative workflows.

What are the main benefits of Agentic AI for citizens and employees?

For employees, the main benefit is relief from repetitive tasks, allowing them to focus on more complex cases that require expertise and judgment. For citizens, the benefits are 24/7 accessibility, shorter waiting times, and easier communication. Agentic AI can also reduce barriers through dialect recognition and multilingual support, helping people who struggle with written administrative language or have accessibility needs.

What are the main risks of using Agentic AI in public administration?

The main risks are overreliance on technology, reduced human contact in sensitive situations, and AI making decisions without proper oversight. In public administration, AI should support people, not replace them in sovereign decision-making. Final responsibility must always remain with a human being, and the system should be transparent and carefully governed.
